To me the question should be, can the company's business plan warrant a multi billion dollar market cap, raising the price to approach $1. If that's the case, moving to an exchange like the Nasdaq would require roughly a 1 for 5 to 10 reverse split. Is this the direction the company wishes to take, or are they content to trade for pennies or less.
I would hope that they look to reach that dime to 50 cents or more, and then do a reverse split that gives them the credibility of being on the Nasdaq or other major exchange. With the shares currently outstanding, to reach the $4 price required for Nasdaq listing they'd need to have a nearly $50 billion market cap, I simply can't see that happening. On the other hand a $5 billion market cap should be possible, and that would require a one for ten reverse split. Not to severe, but first we need that price of $.40 a share or more. Is that frankly doable.
