30 million shares would be over 10% of the company. If there are 260,000,000 outstanding shares, then 13 million shares would be the maximum 5% they are looking for.

Does this imply they might be selling off something like 17 million shares so that they ensure they have under 5% (or whatever excess shares they get over the 5%)?
