From my understanding and the verbiage in the 8-K I referenced earlier, RVUE's legal obligation to file anything was immediately suspended after filing the 15-12G on 11/08/16, primarily because they had less than 300 shareholders on record.

By "anything" I mean this per Rule 15d:

...shall file with the Commission, in accordance with such rules and regulations as the Commission may prescribe as necessary or appropriate in the public interest or for the protection of investors, such supplementary and periodic information, documents, and reports as may be required pursuant to section 78m

We are approaching my pay grade but I would consider Form 4's and Form 13D/A's "necessary for the protection of investors"... In my opinion they were not legally obligated to share the news they released on 1/31 or 3/13 either, if they were they would need to file an 8-K with both releases...
