Let's assume that Watt refuses to sign a 4th amemendement to the PSPA because he's determined to drive the GSE's into the ground soon after January 1, 2018.
Future:
A single director gets replaced by a board of directors. Three people, same voting rights. Watt, and two others to be named by Mnuchin/Trump. And -bingo, the whole scene changes. 4th amendement is signed to abolish the NWS, and the companies and their shareholders live happily ever after.
