Rawman you quoted a BLOG as factual evidence! Cmon WTF? Why don't you try the actual ordinance that covers this? Here is the link once again too the actual ordinance that deals with the permitting/licensing:

https://humboldtgov.org/DocumentCenter/View/53372

and here is a link to their medical marijuana permitting page:

https://humboldtgov.org/2159/Commercial-Medical-Marijuana-Permitting

I would assume they went through this process or currently are, as you stated they are flooded with an enormous amount of applicants I did read that.

Okay and also in regards to Business Operations, You see after a business forms They start operating or conducting activities. Even if they arn't conducting actual business transactions right away, but are maybe doing research, acquiring property, applying for permits, these are all business operations! I assume they were operating from the first day they were formed, if they got to the point now where they are opening a cultivation facility.
Below you can find some clarity on the term "Operated"

Business Operations Defined: The outcome of business operations is the harvesting of value from assets owned by a business. Assets can be either physical or intangible. An example of value derived from a physical asset, like a building, is rent. An example of value derived from an intangible asset, like an idea, is a royalty. The effort involved in "harvesting" this value is what constitutes business operations cycles.

Business operations encompass three fundamental management imperatives that collectively aim to maximize value harvested from business assets (this has often been referred to as "sweating the assets"):

Generate recurring income
Increase the value of the business assets
Secure the income and value of the business

Look man your points are invalid, you would do better here to discuss your personal reasons why you take the time daily to come on this board full of positive people, and try to cause distrust with their investment. Because it would seem you do not know much about the California Cannabis Industry. These posts discredit you because they are full off errors and mistruths, and obviously guided by someone with a personal grudge rather than real concern.
