Too good to be true?

I'm getting a weird feeling about this... I'm still new to trading, but my concerns are:

Why would they reduced nearly 80% of the float? How does this benefit the company? To let the price raise and then dump?

I still haven't gotten any responses as to why the numbers on octmarkets haven't been verified by the TA
