Wrong! Look at the links that you posted earlier today. Dynamic Applications' CEO was Eli Gonen in 2013. OWCP bought the company mid 2014 and this is why Mordechai Bignitz is listed as the CEO on the 10Q filed at the end of June 2014. Soon after, buying Dynamic Applications, in November 2014, OWCP applied to SEC to change company name and the ticker. Here is the SEC documentation for the name change in November.

This was nothing but a cost effective and time saving way of having their own ticker. It's so simple and smart!
