This is all very simple. If CCTC gets rail rights to move its dust-free product thru western ports.. Bingo! The PRB export problem is solved! It's that simple.. CCTC should be working with pass through regions to gain exclusive rights to transport. Then if you're in the PRB and want to export thru western ports, you MUST use their process.
