I hate to speculate about "WHY this happened," although I suspect that we're going to see a lot of this kind of bungling under thew Trump Administration. That is a waste of effort. I want to know what Cavalier and McManus are going to do to get that BARDA contract reinstated. Because without the BARDA contract, this is an entirely different kind of investment.
Hard to believe that the BARDA funding could suddenly disappear like this when government funding of BARDA did not significantly decrease in 2017. BARDA got $511.7M funding in 2017 -- only a slight decrease from 2016. Here are BARDA funding numbers for the past few years, in millions:
2017: $511
2016: $522
2015: $473
2014: $413
Project BioShield took a hit in 2017, oddly enough - Trump requested $350 million, but they allocated $510 million:
