Foreign Institutions can buy OTC Stocks

They will not let you know when they will buy.

Their government order them to use some of the retirement fund to

invest in OWCP

Their money is already in USA.

They have their own policy from their government to buy OTC Stocks.

Their Regulation is not the SAME like US Institutions.
