Just got a call back from FEMA...I had misspled Oritrax from Orbitrone...but they said that is what they are using...they said they get reports every 1/2 hour when the trucks are moving and every hour when the trucks are inactive!

I can't find anything about GPS locators on their web site...maybe they are a reseller for HISS selling under a private label...wouldn't that be great!
