The budget proposes to eliminate the Woodrow Wilson International Center of Scholars. There was a takings then too.

From history:
"President Woodrow Wilson in 1917 – 1920, nationalized the US railroads and streamlined them to support the US during WWI. The Railroad Control Act was passed into law and it was stated that after a peace treaty, the railroads would be returned by the government to their owners who would be compensated for the use of their property."

Take page 5 and 38 together and it pretty much tells you its soon to be over.
