I sort of agree with you, but it doesn't mean this shouldn't be trading over 10 right now. Once they get final approval it should go much higher.

For now they are a solid company with a solid product and this really should trade much higher based on what they have accomplished already.

This isn't a penny stock needing a lot of hype, it's a real company with real focus on something that is going to help a lot of people.

Although it really is not a short play it still should move nicely now, but is more suited to medium term investors.
