If it is ever built, the size of the top will be the same size as the bottom....it will be a cylinder, There is no need to waste energy trying to accelerate or decelerate the air mass.

It is depicted the way it is because that is the way all of the existing cartoons of cooling towers were drawn, which of course is the opposite of what SWET says it wants to do.

I have no humble opinions, but I do have opinions and those are what I express in my posts. BUT...I have been wrong before and likely will be wrong again so do your own research and don't blame me if you are too lazy to do so.
