he would never be able to raise enough capital by selling those shares on the market , why would he do that to get paid for his Permian property , god he can just sell it private and get his asking price right away , he issued himself those shares as collateral knowing mmex doesn't have the funds to buy that property , now he still kind of owns it and can use those shares as collateral to get the refinery funded and up and running
