Just searching around on the TCEQ website and read something else I find interesting.

While the regulation of oil and gas activities in Texas falls primarily under the jurisdiction of the Railroad Commission of Texas, the TCEQ plays an important role in the areas of air quality, surface water management and water quality, and waste management.

If MMEX's State of the art green refinery will be greatly benefiting the RR and the RR commission regulates oil and gas activities, does that mean the only thing left to figure out is what size pole barn I'm going to build and what will be the first 10 toys I put in there.
