I think so. As the economy improves, consumers will do more of everything. America moves on Petroleum. A greater demand will put greater demand on fuel supplies causing previously capped wells to open back up to meet the demand. Chevron apparently thinks so as well with their recent announcement to invest Billions in the gulf coast.
