“We’ve done pre-meetings with the Fort Stockton mayor, county judge, county commissioners, water board over the last two or three weeks to let them know this was in the works, and we’ve had positive response,” Hanks said.

He has also had positive responses from the equity funds he’s approached to help finance the project.

“I’ve been amazed at how fast people have said ‘Yeah, we’re interested,’” he said.

Noting that his company has designed, financed and built projects in Peru “in the middle of the jungle, in the middle of Shining Path,” Hanks said he’s confident the Pecos County project will move forward.
