YES that is a FACT!!!!
Realize that this statement involves 2 entities.
1-"Position of authority..government"
2-"transport co-operatives"
It is clear that they want a better price, but regardless of what price is reached they must use the Moto Meter$$
No matter what the price will be.

THIS SOUNDS LIKE a GOVERNMENT MANDATE
