he means actual $s to be paid out. The financing they used was with restricted shares. Meaning the people that gave them money, will received shares that the company has locked up. The value of the shares is dependent on the stock market's value of OWCP at the time they are issued. So, out of the 2 mil in the bank, OWCP does not owe anyone a dime.
