When one has an invention you can't get a non-provisional patent until you prove that it works. So take for OWCP, their psoriasis provisional patent is a placeholder until they have the efficacy tests are done. Once efficacy is successful then they will file for non-provisional patent.

I understand that you have no clue about patents so let me explain you once again. Provisional patent protects your invention until you have enough data to file for non-provisional one. So it is not a bad thing, it is in fact the smartest thing one can do when you have a unique invention and you are still working on it to improve or to prove that it works!
