Lets not forget that today is the due date for Wayne to pay off 2 YEARS of Licensing dues. After today's COB, you can tack on some more late fees. After this, the city will just shut him down if they have not already (he already walked away from it a while ago I believe).

You cannot run a retail location in any city without a business license.
