The only big conflict I can see is if for some reason Trump and the Republican Congress can't or won't get together on the debt ceiling numbers. As the reigning power, the Republicans should have the votes to pass the D.C., the only issue in my mind would be for how much? I don't recall Stockman speaking to that.
The Dems want to make Trump look as bad as possible, so they will attempt to throw a monkey wrench into the process. If they don't come to some agreement fairly quick that $200B won't go a long way the way this government spends. LOL
