Not sure what you mean? Whenever a company issues shares it raises the outstanding share count. How were those shares "sold out cheap" as you suggested without the share count being effected?

As per their filings:

As of March 31st 2016 shares outstanding are 3,984,964,612

As of September 30th 2016 shares outstanding are 4,038,536,041


That difference is the 53,571,429 shares issued to Magna Equities on August 25th 2016. The 189M issued March 16th 2016 would have had the same impact two weeks prior to the outstanding reported on March 31st 2016. The share count clearly goes up when shares are issued and both were done in 2016 when they just stated on Friday that no shares were issued in 2016.
