Possibly but if the news of the "release" is out already often times in a situation like that the rise of the price has already taken place in anticipation of the release. Also, on penny stocks which many people play, often times what a company states they are going to release and if they actually release it are two separate things. Not always but sometimes these companies will make statements/claims of things and in some cases don't follow thru. If you had a specific Co maybe I or someone here could better respond on specifics.
