When a fund wants to buy into a stock they will first try to go to a dark pool to not tip anyone off. Doubt that OWCP is in any dark pools, but it's possible with all the shares that traded hands in Sept.

The normal way they buy, however, is to set a price target and buy the stock when it's in their price range. Very calmly. Funds aren't going to run up a stock they are trying to buy UNTIL they have all the shares they want.

140,000,000 shares outstanding is plenty of liquidity.
