In the latest 8-K we learned that $OWCP issued Restricted Stock to raise working capital in Jan and Feb.

That was a very smart, strategic move IMHO.

Talk about having to issue further shares to "attract Hedge Funds" is so far off base I don't know where to begin.

Generally speaking, issuing more shares is NOT helpful for current shareholders. Period.

Let's stick to the facts and not speculate about future dilution.
