I don't know, that's something the company would have to answer, but never has. But the fact is that "ISBG's" Louisiana license was applied for and received by Emperial Americas. So, since the company lacks transparency here, we're left to speculate on this seemingly fishy detail that, unlike virtually everything in their PRs, can actually be independently verified as a fact.
