If you read the complaint, you'll see that Collins doesn't attempt to invalidate HERA. It only asks for relief around removing the NWS. Collins itself cant unravel HERA.

Theoretically, it could create precedent that could be used in other cases to unravel HERA. Unfortunately, Collins judges must rely on Perry which has already rules that Watts powers under HERA are constitutional, and therefore it is fairly impossible for such precedent to be set.

Perry also ruled that the NWS itself doesn't violate the powers of the Conservator.

Collins is pretty much dead. All the judges are going to do is cite Perry and kill it.
