Don't honestly know how it works for OTC today, but when I was a MM ages ago the designated MM got all SEC filings in advance.

Kinda makes you wonder about how they walked it down before letting it blast off.

And, no, there is nothing illegal no insider trading etc. It was all legal to "allow for the orderly operation of markets". Wink wink. Nudge nudge.
