ant5 - yes, the VA does test, but not routinely. USMJ may not drop all in one day, but it will continue to dilute shares by the billions.

The VA tests when you are in a pain management or mental health program and are prescribed opioids or an organ transplant candidate program, because MJ affects how much they need to prescribe. If you sign the agreement under the program (required), they will test.
If a positive comes up in a routine blood test for diabetes or something else, the doctor can simply ignore it or tell you to make a choice.

If your doctor believes that you have a conflict with the use of prescribed medications and smoking marijuana, you may be instructed that you must make a choice of marijuana or prescribed medications. That is strictly a therapeutic decision by the provider and little appeal is available should it happen to you.

This is why there sometimes can be problems with USMJ or PURA CBD.
