Well, let me clarify.

Mnuchin CAN end the NWS unilaterally. You are correct that it is that simple.

However, that doesnt mean he WILL without him first accounting for all of the balancing effects that would come from it.

I would not expect him to do it quickly, as that would veer toward economic recklessness.

But he CAN do it if he deems its what he wants to do.
