I personally think Trump could be doing this to push Congress to action, because unless you do something extreme they sit on their butts forever. Now he gives them total impetus to act and be the 'heroes' and nobody will be singled out so it won't impact their political careers. Then Trump gets his money, jobs and doesn't get called a hippie lover but a man of the law and people's will.
