I just told you: OTCMarkets is not a regulator. Nothing "filed" there has any force. It's voluntary disclosure, and the companies pay to be able to make it.

OTCMarkets is a quotation service and--through its OTC Link--a trading platform.

Forms 211 are filed by the sponsoring MM. And they are filed with FINRA, which IS a regulator.
