It didn't. OTCMarkets used to have a category of "filing" called "15c2-11 disclosure". The whole idea made no sense. Rule 15c2-11 is an SEC rule. It requires that in order for any company to trade on the OTC, an MM must file a Form 211, compliant with the Rule, with FINRA.
The whole thing is misleading. For the most part, OTCMarkets doesn't push that category of "filing" anymore. But when you "file" with them, you can call things pretty much whatever you want.
It's very different from Edgar.
