You are incorrect. Trump can not sign an executive order that overrides a piece of legislature that duly went thru Congress. That is BEYOND his power.

HERA gives power over the continuance of the Conservatorship to Watt and Watt alone. Only he can end it under HERA. Courts and Congress could also end it, of course, by invalidating HERA. But as long as HERA exists, Watt is the only one with power to end the Conservatorship. Trump and Mnuchin are powerless.
