Technically speaking the record date isn't really the important date here. I was merely pointing out that if he was using the settlement period, it would be the 22nd.

What actually matters here is the ex-date. Which for stock dividends is the day after the payment date. So, there is no holding period. You simply have to own shares at close of the date the dividend is paid.
