Big difference in an educated engineer and an educated experienced engineer with a career track record. Most engineers in India lack the real work experience. That is why they're willing to work cheap. I know of a big tech company here who just sent over 11 project mangers to India to hire and train 110-130 Indian engineers. The 11 USA managers will stay in India running the show as the work is done there. That will cost 130 USA jobs. This is happening much more often now.
