That, and maybe they needed more product to fulfill the entire order, OR stay competitive in the marketplace in regards to wholesale pricing.

They have some product bagged and ready to go, but having more will be able to drive price down and fill larger orders. They need the mill up and running.

Myriad of reasons, but I'd say availability, price, and fulfillment are likely at play. Business 201, perhaps...
