Question please:what keeps an investor such as Berk, Ackman, Ichan, or any other from buying all the stock of either company. I know about the poison pil. But what to stop them from colluding too, seems extremely cheap, even at 20% ownership

How can they buy up all 20% if some of them will not sell? If you have 100,000 shares right now that you bought for $1, would you sell at current level? How about at $10? It's not possible to buy all shares unless they do it through acquisition. But before anyone can acquire the GSEs, they need to be out of conservatorship... and by that time, it's already 100.00 a share.
