Yes, intentional. Norat is the CEO of a public company and intentionally released non-factual information in his statements and PR's. Federal securities laws require such statements to be factual, and ignorance of the law and the circumstances is not a valid defense.

And Norat arguing he didn't understand mining, or research the very public background of his associates and their issues with the law, is also not a valid defense.
