Problem I am having is where do you draw the line between overseas production and domestic production.
Does Kim just say screw VN and go full speed into domestic or should he keep plugging away at VN and go small scale domestically?

I think attempting small scale domestically is a losing proposition. I think Kimwould agree.
If they are going to attempt domestic production they need a large scale very efficient system. No money for VN.

But even if domestic only breaks even they can wait for the red tape to go overseas.

I don't see any better way than Kim is taking. I have to give a little slack on timing if he has done everything but the delay is out of his hands.

IMO if Kim delivers shoot packs and the army wants more he has reached my minimum expectations.
If he actually puts eggs in a VN farm he has reached that minimum as well.
