I think you are looking at it the wrong way, I think the company saw a need to have a partership with another entity to control both sides of the business.

As some have said, a company can't control the distribution of the "drug" as well as being the one prescribing the treatment. Example, if you are a hospital or medical clinic, you can't also be the one manufacturing the "drug" and pushing it at the same time.

Since the company wants to be compliant, this is a smart move.
