I agree they are running out of time if they want to make an impact.

They have been very careful to adhere to FAA rules, even though some are problematic. For example, the Neuera control system uses a twisting joystick for yaw control, but to qualify for certification under power lift craft, the FAA requires pedals for yaw control, which forced Moller to make changes to the control system. But they will not operate outside of the FAA certification process otherwise there is no way to goto market.

If they resolve their funding they can restart work on the Neuera. They want to put engines on their M100 and fly that, along with the M400, both of which they have chassis built and ready to go. They want to start building the M200, and start design process on the M600.

So many exciting plans if they can just find a way to fund the business.

I wish Moller had focused more on generating a revenue stream many years ago to keep the R&D business running...but we are where we are.
