Dr Moller did say in the Shareholder's Meeting last December that if the JV partnership were to fall through, they would go back to their earlier plan for doing a Reg A filing for Freedom Motors in order to raise money for engine production. They have put everything in place for the Reg A if they need it.
That said, Dr. Moller is continuing to have weekly update meetings with all the JV partners (PSC, KnightHawk, Alison, American Offshore, etc) and so far things are progressing.
In my opinion, the letter from PSC does have unusual details about the source of funding. When the money comes through, I will be less concerned about the JV. But it's nice to know that Freedom has a backup plan.
