Filing a Form 15 means the company is Deregistering the company stock. That also means that the company no longer reports to the SEC - hence the term going dark.

Since the company no longer reports to the SEC it means less transparency - the company no longer has to file 8-Ks to announce material events or file audited financials.

Filing a Form 15 is very bad for shareholders.
