Gov cannot afford situation of handing substantial returns for major institutional invstors invested in GSEs by stoping NWS- courts will have to decide first it was unlawfull, so it will be justified. Then they can do it. But they cannot stop NWS just by themselves IMO. If they want to stop NWS, they might voluntarily lose the cases under new AG and SG. But I doubt that NWS will come to an end without favorable court decision.
