IMHO, I don't feel they should. They need to stay in good relationship with the DOE, and ask them respectfully of the possibility of a change in their minds following a change of leadership?
Hopefully, we will hear something from Bluefire before too long?
Another possibility might be to contact an American gasoline producer about the possibility of an equity partnership of some sort, where that company would furnish the remaining cash needed to build the Fulton plant(assuming the China EXIM bank is still good for its loan agreement)?
