Seems pretty clear what the plan is IMO...

1. Raise the A/S

2. Use shares to pay off DKTS lenders (never bother issuing the divy)

3. R/S after no bid

4. Point to this PR and say "hey, we told you we needed to be at .01, and that we hoped we wouldn't have to R/S, but the market just didn't get us there because [insert excuse/blame but don't mention share issuances as a factor]"
