HJOE needs audited financials for 2014, 2015 and 2016 - plus they would need to file a registration statement - and then find a MM to sponsor them and file a 211.
The SEC will have plenty of questions if HJOE filed a registration statement - such as why did the company provide a fraudulent address.
1539 Suspended SEC Registrant Filers sent to the Grey Sheets and then revoked including HJOE.
Only one company has been reinstated - "DHCC re-registered with the SEC on Oct. 14,2015 after the stock registration had been revoked on Sept. 14,2014." (courtesy of Renee).

There isn't a chance that HJOE is reinstated.
Adamson screws up everything he attempts - like the bungled Form 15 - they filed for the wrong company.
Now the HJOE stock is worthless. LOLOL!
